The whole life cycle risk management process is a closed cycle process and system, including risk identification, risk assessment, risk response and risk monitoring. The whole life cycle risk management has the advantage of reducing project risk management costs, focusing on knowledge management and improving organizational capability. Therefore, it is very necessary to implement the whole life cycle risk management in the project management.The Beijing-Shanghai high-speed railway project is the infrastructure construction project with largest investment and highest technical content in China currently. In order to ensure that the project can be implemented smoothly and meet the requirements of high quality, it is critical to prevent risks from happening in the whole life cycle of the project effectively. Thus, this paper made an in-depth analysis of the risks in the whole life cycle of the project.Firstly, the risk management theories and methods in the whole life cycle of the project were introduced thoroughly, and the life cycle connotation and stages of the project were defined, and the concept and characteristics of risks and determined the research object were described. The risk factors in four stages (decision making, design, implementation, operation) were identified as evaluation index. Thus, the risk evaluation index system that is applicable to the Beijing-Shanghai high-speed railway project was constructed.And then, the basic ideas and application steps of BP neural network were introduced. Based on the risk evaluation index system above and the analysis of the matching situation of the features of the project and BP neural network analysis method, the life cycle risk evaluation model of the Beijing-Shanghai high-speed railway project was constructed, and the result of the comprehensive risk assessment was obtained, which proved the utility value of the model. Finally, according to the above analysis result, some advices were proposed in the angle of the design of railway project, which can guide practice.
