Marine-Pilotage work demonstrate its great significance not only in the fields of enhancingefficiency of port work, Maintaining safety of the port,protecting the environment of portwaters,but also related closely to the national sovereignty and security. However, pilotage is atask with high risk. Statistics of the related authority department indicated that half ofmarine-accident derived from harbor pilotage, Some shipping companies at least80%of themarine accidents come from the port pilotage, so it becomes indispensable to carry out in-depthresearch on it.Pilotage work is closely related to many factors. In order to facilitate the systematic study,this article creatively divided pilotage system into five sub-systems, namely the pilot,environmental system, pilot device, port-supportting system and the vessel to be led.This paperutilize the theoretical framework of the FSA, establish the index system of the pilotage systemby FTA and brainstorming method,establish the evaluation model by fuzzy comprehensiveevaluation and ATP.In order to make the model to be more practical,this paper use C#language to program themodel and apply the software into to a certain port.By inputting the Scoring data of experts,thesoftware will quickly comes to the compute result. Through research and analysis the results, wemake recommendations so as to improve the safety of this port pilotage.
