| As one of the special economic zones,Xiamen is prosperous because of the port.The Xiamen port is not only the name card of the city,but also an important resource of the city.With the continuous upgrading of the national "One Belt And One Road" strategy,Xiamen port has become an important hub port of China’s "maritime silk road" and China-Europe logistics on land,is also one of the main shipping port to Taiwan.In 2017,the cargo throughput of Xiamen port exceeded 200 million tons,and the container throughput exceeded 10 million TEU,ranking the top among the major coastal ports in China.The rapid development of the port has brought the Xiamen port pilotage service to climb continuously.In the past three years,Xiamen port has completed pilotage of Chinese and foreign vessels more than 10,000 vessels.Ship pilotage itself is a complex,high difficult,high-risk industry,In addition,the dense traffic flow of ships at sea and the large-scale development of ships,these factors will give a new challenge to the safety of Xiamen port ship pilotage.In order to further improve the safe navigation for ships in port waters,thus further ensure the security of Xiamen ship pilotage,it is necessary to identify and evaluate the risk of Xiamen port pilotage.In this paper,the method of formal safety assessment(FSA)is adopted to study the risk identification and evaluation of Xiamen port ship pilotage,the comprehensive evaluation of shipping pilotage risk system of Xiamen port is carried out using the three steps of the FSA:risk identification,risk assessment and decision recommendation.In risk identification phase,using the method of Fault Tree Analysis,a questionnaire survey was conducted on pilots,maritime experts and university professors,based on the comprehensive analysis of Xiamen ports own characteristics of pilotage,the main factors influencing the safety of ship pilotage are identified according to the actual situation of pilotage work,and the safety index system is established.According to the analytic hierarchy process(AHP)to establish the mathematical evaluation model,the target layer overall subdivided into:Staff,port environment,facilities and management system four broad categories,it is further subdivided into 17 sub-factors,such as pilot,ship condition,channel and VTS condition,The application of the model is demonstrated to further determine the impact of the indicators on the navigation risk of Xiamen port.On the basis of risk identification,the ship pilotage evaluation model of Xiamen port was established.Through the expert questionnaire and factors affecting systems established by the calculated the weight of each influence factor,the model of ship pilotage assessment in Xiamen port was analysed,and the risk state of ship pilotage in Xiamen port was obtained,finally,the suggestion of safe pilotage is given combined with the actual work.It has laid a certain theoretical foundation for further improving the safety of Xiamen port pilotage and preventing the occurrence of maritime disasters,and also provided a reference for other ports to improve the safety of pilotage. |
