| Construction project investment loss of control is common in the field of project investment. In particular, wind power project investment loss of control is more obvious. Based on the project cost management theories in China and abroad, this paper carries out a systematic research about whole-process project cost management and project cost informatization from the angles of architectural economy, system theory, and computer science, as well as talking about the latest researches abroad and the current situation of project cost management in China. Summarizing the current situation of project cost management in China, this paper discusses the factors affecting the different stages of cost management, the key links during management and countermeasures. It mainly studies the problems and related measures of cost management during the earlier stage of construction, especially in the design phase. Meanwhile, the paper widely investigates the bibliographies on project cost determination and control in China and abroad. Based on whole-process cost management, it theoretically studies the methodology of whole-process project cost management and builds the model of wind power project whole-process project cost management. It associates with the current situation of Shenhua Group project cost management and wind power project, draw up Shenhua Group wind power project quota design cost index, uses the control system theory and software engineering methodology, analyses and designs the system of Shenhua Group wind power project cost information management. This system relates many kinds of data, is able to analyze single-item project, unit project and sub-item project and enables the basic cost business personnel to report the data, the cost administrators to verify the data, and the analysts to analyze the data. It lays a foundation for making and checking the investment estimation indicators, project estimate and budget quota, and other techno-economic indicators, studying the features and changes of project cost and improving the project cost management level. |
