With the rapid development of the global economy,the contradictions between environmental resources and social development have become increasingly prominent.At the same time,the use of a large number of traditional energy sources has brought us many negative impacts,such as causing global warming,melting glaciers and other series of homes that endanger human survival.s consequence.In order to cope with global climate change,ease the pressure on traditional energy sources,and improve the energy structure,China will vigorously develop wind power projects.The wind power construction project is in line with the development direction of the energy industry,meets the needs of sustainable development of the regional national economy,and is conducive to the sustainable development of the country.In recent years,the development of wind energy power generation projects has developed rapidly,but due to the abnormal climate and rapid variability,the use of wind energy resources is full of uncertainty and risk,which makes the cost control of wind power projects more difficult.How to implement cost control scientifically and effectively to achieve higher economic benefits has become a new topic for discussion in wind power companies.Combing the characteristics and cost structure of wind power projects in China,and integrating the relevant theories of the whole process cost control,this paper takes “Guangneng Hunan Shuangfeng 50 MW Wind Power Project Cost Control” as the research object,A questionnaire survey was conducted on the control influencing factors during the operation stage.After statistical analysis of the questionnaire results,it was found that the scale of the project design unit,the method of project design,the difficulty of obtaining design data,the quality cost of the project,and the quality of the project personnel all significantly affect the project cost.Based on this,cost control strategies such as strictly standardizing the bidding process,scientifically preparing construction schedules to control construction costs,and improving operational efficiency through scientific scheduling and technical control are proposed.At the same time,according to the actual situation of the project,the targeted analysis of the project cost control was carried out with ABC control method,the value engineering method,earned value method and target cost method.Finally,in order to ensure the smooth implementation of various strategies,it is proposed to formulate effective measures from the economic,management,and technical aspects to ensure that the overall cost of the project is effectively reduced.
