Economic globalization and world trade volume increased significantly promoted therapid development of international shipping industry. Ship speed, number, tonnage and areatraffic density are increasing that make the wrecks happen frequently, which threaten sailingsecurity and ocean environment tremendously. With the development and application of bothintelligent technology and informational industrialized technology in the field of navigation,there are constantly both increases in the type and improvement in the performance of marinecommunication and navigation equipment. In particular, Ship automatic identification systemAIS, the emerging navigation equipment, and the traditional navigation radar are the two safenavaids which are currently equipped most frequently in the ships. As we all know, both AISand radar have its own advantages and disadvantages in the technology, and they provideinformation complementary and redundancy, so the combination of the two could cover theshortages in both technical areas. That is to say, researching and developing of the ship safetynavigation system of AIS and radar based on information fusion, can effectively solve theproblem, which the single navigation equipment target recognition is not accurate andobjective information is not rich. It could improve the accuracy both in the target recognitionand in the target tracking; furthermore, the automation and safety of ship navigation could beachieved, at the same time, the labor intensity and psychological burden of the crew could bereduced, finally, the safety of people, ship and cargo could also be guaranteed.The thesis, firstly, analyzes the message format of AIS and radar system; deals with dataprocessing including AIS and radar system data extraction, test of accuracy and completenessand data decoding and data fusion in the data; secondly, according to relevant marineknowledge and the common practice of seafarers, and through the study of the principle ofship collision avoidance and collision avoidance rules, The process of ship collisionavoidance, divides stages in collision avoidance and encounter situations at length; accordingto different encounter situation, provides the strategy as well as the magnitude which thegive-way vessel should take in the collision avoidance action; then, applying the modifiedfuzzy mathematical theory, based on the fused data, the model in both the ship collisionprevention and the evaluation of the collision risk will be constructed; finally, on the basis ofthe model constructed, a ship-collision-prevention terminal system based on AIS/Radarfused information will be designed and implemented.Employing the relevant knowledge in the software engineering theory, the system hardware development environment will be built by the PC/104Bus and SCM/SPT2C modulein this design. With the idea of Object-oriented in the program design, the software systemwill be designed in the modular way; the application program will be written in C++computer advanced language; the ship collision avoidance terminal man-machine interactiveinterface will be devised by, Tilcon, the development tool which is graphicalinterface-oriented; finally, based on VxWorks, the operating platform, the terminal system ofthe ship collision avoidance will be implemented. The results show that, The terminal systemcan not only on the screen in real time on the relative motion of the ship, targe shipinformation as well as the meeting vessels to graphically display, but could timely response tousers’ operations, including the query, insertion, and deletion in the navigational informationconnected to both this ship and potential encountered target ship, realizing thehuman-computer interaction function efficiently. Meanwhile, the user interface developed byTilcon, featuring in visually pleasing, is easier to operate; furthermore, the system, to someextent, could offer some value for engineering applications.
