Reseach On Deyang Jingyang District Disaster Reconstruction Project Quality Management

As the major transport infrastructure, rural roads play important role in the life likepolitical, economic, cultural and other social aspects related to agricultural production,rural living and rural social communication. Owing to Wenchuan512earthquake, theinfrastructure of Deyang jingyang’s rural road was severely damaged. In order toguarantee the Jingyang people’s normal traffic and smoothen the implementation ofpost-disaster reconstruction, the recovery and reconstruction of the rural highwaychannel will directly affect the lives and safety of the people in the disaster areas.Jingyang District Transport Bureau programs four Deyang rural highway bales into onepost-disater reconstruction,which is the first used rural highway reconstruction projectsinADB loans.For the implementation of the ADB loan project, Deyang Jingyang DistrictTransport Bureau set up the rural highway recovery and reconstruction headquarters forthe ADB emergency loan program that consists of Engineering technical Department,General Office, Security Department, Traffic Control, Traffic Unblock and other groups.These departments focus on engineering quality, construction progress and dealing withthe problems in the construction process, as well as on building the favorableconstruction conditions. As the same time, establishing the perfect constructionmanagement system and gradually forming a completed construction managementsystem.Project management means that the project managers could manage all the workinvolved in the project effectively by using the systematic point of views, methods andtheories with limited resource constraints. Which also means that to plan, organize,command, coordinate, control and evaluate from the beginning of project investmentdecision-making to the end of the project in order to achieve the project objectives.Quality management is part of project management, which means to decide the qualitypolicy, objectives and responsibilities and achieve all management functions by qualityplanning, quality assurance and quality control of the quality system. This article willaddress in details on quality management theory, quality planning, quality assurance andquality control relate to the reality of Deyang Jingyang’s rural road reconstruction. Toanalyze, research and solve the quality problems reveals in engineering design, construction, and supervision in the process of the highway construction throughadvanced quality control means, and to supervise the quality of the whole construction.And also undertake the quality planning, quality assurance and quality control activitiesof the entire construction project, with a view to attaining the best quality goals.
