Since reform and opening, China’s economy has undergone enormous changes. Especially in recent years, China’s national economy maintained rapid growth, a new round of national economic growth cycle coming. The state has increased investment in railway infrastructure, the investment amount of1.25trillion yuan, more than three times as before. At the same time, as China’s continuous improvement of train speed, track and ride quality of welding of rail joints has been elevated to a new level, welded rail base project construction in full swing. A reasonable choice of address is the premise of project construction, which can not only shorten the construction period, lower costs, but also for the whole project all have a significant impact.China’s economic system originated the planned economy. Large-scale projects, primarily by government investment in building, lack of market considerations in the decision-making. The address of the project site, using the traditional index system and evaluation methods can not be a good combination of today’s market economy system. Therefore, the resources were not adequate, resulting in financial, human and material waste. The project can not achieve optimal reasonable goal.In this paper, the characteristics of their own to start the project, combined with the market economic principles analysis of their project site is reasonable. In this paper, economics, management theory, through data collection, data analysis and field survey methods, a mathematical model, re-use of analytic hierarchy process, fuzzy comprehensive evaluation of welded rail base project of the two alternative site for comparison. Finally, the use of the market economic theory thesis to demonstrate the results, modify system deficiencies, so as to optimize purposes.
