Trust Mechanism Research On The Non-profit Government Investment Projects Under The Agent Construction System

With the development of economic and adapting WTO rules, agent construction system is a reform of non-profit government investment project."the decision on the reform of the investment system" issued by the State Council in July2004clearly states that the non-profit government investment projects of agent construction should be expedited. Then, the government, relevant experts and scholars try to study agent construction mode of government investment projects.But previous theoretical studies and practical applications are mainly concentrated in agent construction system, organizations and methods,the current study shows that the non-profit government investment projects have begun to develop deeper. Therefore, the paper integrates management and economics analysis to study the problem of the non-profit government investment projects trust mechanism under Agent construction. The main work and results are as follows:This article firstly analyses Stakeholders and the agency relationship of the non-profit government investment (Public, Government, Agent Construction, Contractor) under the agent construction system, on this basis analyses the relationship of trust between them, obtain the basic framework of the non-profit government investment trust mechanism.In government trust mechanism, we constructed trust mechanism of non-profit government investment projects, including information disclosure mechanisms. Through this, we can Constrain Trust speculation of agent construction, guarantee playing its professional advantages at the premise of trust rules, for the purpose of enhancing the level of trust in government and in the non-profit government investment projects.In agent construction trust mechanism, this article builds trust mechanisms of non-profit government projects, including trust evaluation mechanism, trust formation mechanism and trust security mechanisms. I hope through three mechanisms of interaction, we can ultimately ensure the trust level of construction agent.
