Quality Assurance Study Of Government Investment Project

Abstract:Government investment projects which can provide and product public goods (facilities and services) for the whole community and the public, are the important guarantee that achieve and improve public services, and improve the quality of national life, besides, its construction products is closely related to interests of the public. Thus, how to ensure the quality of government investment projects and how to achieve its goals about serving the society effectively, which have become the focus and hotspots of many scholars and practitioners.The main purpose of this thesis is to build institutional quality assurance system and organization system of government investment projects, by exploring the characteristics and influential factors of project quality. On this basis, this thesis implements effective management during quality formation process, then provides government investment projects with theoretical support and methodological guidance. The main results of this thesis are as follows:First at all, this thesis studies the formation characteristics of quality and influencing factors about government investment projects. First, from the process (product realization processes and management processes) and organizational aspects, this thesis discusses the formation characteristics of quality about government investment projects. Then, it analyzes the4M1E factors affecting the quality, and concluded that "human factors" factor is the most critical factor. Based on this, it discusses the deep-seated reasons affecting the quality, from the institutional and organizational aspects.Secondly, this thesis studies the quality assurance system of government investment project. First, from a different category, it analyzes and defines the quality assurance systems of government investment projects. On this basis, it discusses the effectiveness of the quality assurance system. Finally, it explores problems and propose appropriate countermeasures about quality assurance system.Thirdly, this thesis studies the quality assurance organization system of government investment project. First, it analyzes and summarizes the management model and its evolution of government investment project. Then, it focuses on comparing the connotation and characteristics between two types of system mode. On the basis, it discusses the responsibilities of quality management about governments and parties involved in the project, which is under the existing mode, and explores how to build a quality management system including government, market and social organizations.Then, this thesis studies the process implementation of government investment project quality assurance. From the institutional and organizational levels, it explores how to ensure the quality of government investment projects by controlling the product realization process (decision, design, construction, completion and acceptance of the delivery and operation and maintenance phases) and the project management process (planning, implementation, monitoring and closeout), and describes the specific methods and measures of project quality process management and controlling.Finally, this thesis carries on a case study. It puts Changsha west transport hub project as empirical research object. Besides, applying the theories and methods presented earlier, it analyzes the institutional system of the project quality assurance, organizational systems and process controlling, and makes relevant recommendations.
