Nowadays, inspection activities are affecting our daily life more than ever. The resultsfrom inspection activities are playing more and more important part in the judicialenforcement of Quality Supervision, commodity trade, environmental protection and otheraspects. Therefore, the validity, reliability and the quality of those results are the most concernof the inspector. However, deviations are inevitably exist in those results, this may be causedby the deviation or sensitivity of the test instrument itself, or because of the discreteness ofthe results. So that it is impossible to identify the absolute value, the other way around,without the absolute value, we can not justify the deviation.As early as October of1980, by the International Bureau of weights and measurespassed the "laboratory uncertainty description proposal", in order to assess, indicate andcompare of measurement results and quality with unified standards.It was decided to use"uncertainty" instead of error in order to represent the experimental results [1], and theinternational standards Organization (referred to as ISO) combined with6other internationalorganizations, jointly issued the "guide to the expression of uncertainty in measurement"(referred to as GUM)[2] in1993.The Chinese standard JJF1059.1-2012《Evaluation andExpression of Uncertainty in Measurement》is,in principle, identical with the basic content ofGUM,measurement uncertainty evaluation results with standard uncertainty or expandeduncertainty quantitatively. The measurement method, also, the uncertainty may be givenmethod.Thermal insulation material, energy saving glass, wire and cable are the most commonenergy saving material. Thermal conductivity is an important index to indicate theperformance of thermal insulation materials; the visibility light transmission of a glassmeasures the penetration ability of a light through a glass, the max. resistance of wire andcable at20℃can reflect the quality of the core material of wire and cable. So these threeparameters are required to be mandatory inspected according to the national standardGB50411-2007《Code for acceptance of energy efficient building construction》.This article is about an execution of arbitration experiment by choosing three different types of the three different energy saving materials as a representative sample, in accordancewith GB/T10294-2008《Thermal insulation-Determination of steady-state thermal resisitanceand related properties-Guarded hot plate apparatus》,GB/T2680-1994《Determination of lighttransmittance, solar direct transmittance,total solar energy transmittance and ultraviolettransmittance for glass in building and related glazing factors》,GB/T3956-2008《Conductorsof insulated cables》. Finally ascertain the uncertainty from the data of experiment, and obtainmore effective and accurate result of inspection, by indicating the data in uncertainty method.
