Evaluation Criteria And Assessment Measures Of Northeast Power Grid Control Performance

Northeast Power Grid and the North China Power Grid exchange networks in2008. Before this, A calibration was using in Northeast Power Grid as the Control Performance Assessment Criteria which met the quality requirements to assure frequency under the prevailing economic and technical conditions. After the exchange of networks, the North China Power Grid lost the most import frequency support, one networks together with three provincial companies take charge of the justice of frequency. It is necessary to develop a new regional control performance evaluation criteria and evaluation methods to improve the frequency quality of Northeast Power Grid.It is necessary to ensure the system operation safe and stable, ensure frequency quality, take advantages of interconnected Power Grid, be helpful of energy conservation, in favor of provincial grid companies to play their respective functions when developing a new Area Control Performance Assessment Criteria of Northeast China Grid. A standard and the CPS standard are compared in this dissertation to prove that the CPS standard based on frequency control is more suitable for the Northeast Power Grid which is run independently.B coefficients as frequency characteristic represent the responsibility of the company in FM activities. Determination and allocation of the coefficient B can define each control responsibility of the control area when system power deviate, which is the premise to develop control the performance evaluation criteria. The two-step allocation of B coefficients is defined based on the characteristic of Northeast Power Grid which is in line with the actual situation and the fair and reasonable.After the determination of allocation of B coefficients for Northeast Power Grid, it is also necessary to take into account the performance of the accurate evaluation and control area in the run when developing of Northeast Power Grid Control Performance Assessment Criteria. Aiming the characteristics of the actual operation and the grid running guidelines as "safety, quality, economic, means of effective evaluation are developed from a strictly theoretical derivation which favor a comprehensive upgrade of the effect of the whole system running. In the process of indicators establishing, the corporate standards are taken account to make the indicators more suitable for practical application. On a strong theoretical foundation, three regional control performance evaluation criteria are established based on characteristic of Northeast Power Grid which includes frequency quality evaluation criteria, frequency-limit evaluation criteria, no intention to exchange electricity evaluation criteria.
