Firstly, this paper analyzes the causes of tides and waves, and preliminary view is that high tides and waves have some relevance, but not necessary. By collecting data in different regions and industry at home and abroad, we find that not all of them use the same frequency encounter. In addition, for the seawalls which are built in a high standard, both the same frequency and different frequencies are used in the design.According to the encounter analysis of the tide level and wave measured by typical tide-gauge station in Zhejiang province, the tide level is mostly low return period during the typhoons, and there are few encounters between the wind speed and tide level in high return period. There are no obvious correlations between the wind speed and tide level in high return period.This paper selects Shengshi Maguan County reclamation project as a low design standard example, and selects Sanmen Yanshi County reclamation project as a high design standard example. Various tide level and wave encounters are used in the combinations. We design the seawall crest elevation, seawall stability, structure type of armor, crest and back slope protection and other aspects, then calculate the investment of various design plans. The feasibility of technical and economical issues are analyzed. Finally, a combination suggestion of tide level and wave are proposed.
