Urban public services which are carriers of social support system have been an important part of urban regulatory planning. As the next decade is the period of rapid urbanization in China, it is inevitable for urban expansion in most cities. The urban fringe is becoming the fiercest forefront of regional urbanization. Because of particular development characteristics and demographic features in urban fringe, planning of public service facilities should take into account the needs of the future, to avoid waste of resources.Based on the existing regulatory planning files and extensive questionnaire, this paper takes the LiuXia sub-district of Hangzhou West Lake District area as the object to analyze the development characteristics of public service facilities in this urban fringe area. By evaluating the different demands about public service for various groups of people, this paper constructs a framework for the evaluation of public service facilities in urban fringe in certain phases of urban planning. And the paper comprehensively examines the process of preparation and implementation of public service facilities to discuss the underlying causes of the unhealthy performance. Finally, the paper proposes several improvement strategies for the future planning practice, which might help to guide the development of urban fringe area of Hangzhou in a more humane and reasonable direction.
