With the continuously development of the society and improvement of people’sliving standards, travel becomes more frequent. At the same time, the requirementbecomes higher in many aspects of modes of transport such as comfortably,convenience as well as security. In this context of social needs, a large number ofrailway administrations are eliminated each year, commonly known as "Green Car",the old fashioned vehicle type22,22B, etc., has been replaced by newair-conditioned vehicle25GDC600V. Together with the large number of updates onnew air-conditioned vehicle25GDC600V and in order to increase the newair-conditioned vehicle’s power capacity, it is imperative for RailwayAdministration to upgrade and recreate the workshop’s power facilities. From2005to2013, the annual funding of the administrations used in construction of newground-power DC600V workshops was increased year by year, while RailwayAdministration is now faced with the situations such as the operating funds isextreme tension, cargo being landslide, which means achieving the annualproduction aim is a very difficult task. How to take effective technical measures andscientific management methods, reduce project cost and control investment costshave significant meaning for the Railway Administration to achieve "connotationtapping and expanded reproduction" as well as "low cost spanning".This study focus upon the use of Jiamusi workshop DC600V ground powerproject cost control during the feasibility study and design stage to the audit processof the entire project implementation, and come up with the project of strengthen themanagement of the construction funds, control the scale of investment effectivelyand reduce the cost possibly. Proceed from the construction management program, targeted at the project estimate&budget and closely using the discussion andreflection of the investment management and control during the construction processas the main method, this study put forward that reinforcement the project costreview function and the necessity, feasibility and effective way of construction fundbudget control, are significantly important to achieve the enhancing of the capitalmanagement, the controlling of the investment scale, the reducing of the project costand the improving of the investment efficiency.The article is divided into four chapters. First introduced the necessity, statusand the relevant functionality of the project.Then comprehensively finish the implementation process,analyze the impact onthe construction process of the project cost related factors, identify the problems thatexist in cost control and potential risks and propose the approach and principles ofcost control in engineering feasibility design stage, construction stage, the finalacceptance stage and the audit phase.Finally, according to the Railway Administration project cost control analysisresults, combined with the existing conditions and institutional characteristics ofrailway administration and management, put forward some concrete proposals in fourareas including organizational measures, economic measures, management measuresand technical measures; and through workshop on the use of the specific effects ofJiamusi DC600V ground power project cost control after analysis, to achieve thepurpose of the actual research results.
