Electricity is an important symbol of modern civilization, an important material foundation for the promotion of social production and modern civilization. Power system is a very complex system, has a very high security requirements. Any negligence in operations may result in casualties, equipment damage, and even cause crash of grid network, seriously affecting people’slives, economic development and social stability. Therefore, the study of power dispatching security management has a very important practical significance.Security management is an important part of production management. It has two characteristics:First, the objectsof security management are all people, equipment and materials, working environment related to production process; secondly, security management is the management of the object state management and control, and thus its management process is dynamic. In this paper, the author has a brief introduction to accident causation theory, system theory, track crossover theory,"P" theory and the theory of comprehensive accident models. The author pointed out that because the comprehensive accident model integrated comprehensive consideration of various accident phenomena and factors, and thus provided more comprehensive, accurate analysis of various accidents, and a better tool for accident prevention and handling.The accident cases of Shaoyang City and other similar levelregions reveal common types of accidents as well as the cause. This study shows that, in power dispatch, social factors are not main causes of incidents, but management factors, risk factors in the production process (unsafe condition, unsafe behavior),or the interaction ofmanagement factors with risk factors in the production process.According to various power dispatch job characteristics, the author provided an operational risk identification and control framework in the fourth chapter. It covers the dispatching operation, relay protection, automation and communications in the various process stages, provides what kinds of risk identification or risk points contents that should be took typical risk control measures.The author recommends the7strategies to enhance the safety management in power dispatch in Shaoyang City, which including building security-oriented management culture, applying stricter process management, setting up well organized documents system and reporting lines, doing case by case job analysis and revaluation, providing employee training, providing performance based incentive scheme, and encouraging the employees to give their suggestions.
