With the development of economic reform policy and construction industry, a lot of methods occur in construction management, so there have been a lot of changes in construction management and organization form. Supervision-as a new management method, was used more and more, because it has a formed management model, and its cost control model has been fixed. Also, this management model has been reflected in all management project of Sinopec Group.Firstly, this article show out what supervision does in daily work from petrochemical supervision, and then set forth the control system, method and content from a specific Sinopec project, and these entire can describes the problem in const control. The reason lies in the cost supervision personnel consciousness is not strong, cost control system in not complete, the quota is not accurate, cost control is not comprehensive, method of cost control is not in place and so on. According to analysis of machine, material, method, personnel and environment of a project, this article set out a management method of petrochemical supervision cost control which was based on target cost planning, quota calculation to resolve problems of const control during supervision work.This article studied cost control from the angel of Supervision and aims to design a target management plan. And also want to improve cost control level, enterprise management level as well as competitiveness of Supervision enterprise through establishing and perfecting const control system, improving the consciences of responsibility to everyone in this company and etc.
