To formulate a rational and economical schedule is an indispensable component of project management.Especially,the schedule will inevitably involve effective coordination between contractor and project owner,when the equipment is retrofitted on the basis of the old equipment.Complex large-scale equipment retrofit may even involve more than one functional partition of integration.In this paper,we use the project schedule management theory and tools to Scientifically determine the schedule goal,clarify the responsibilities of each contractor and project owner and make rational schedule management scheme with considering the cost control,which can effectively carry out precise planning for the project schedule and resource supply plan.In order to achieve the desired goal,we need formulate rational optimization scheme by correcting the deviation of the schedule and the costs in the implementation process.This paper uses basic theory of project schedule and cost management to expound the scheduling command center,cargo inspection platform and security monitoring room integration as one of the implementation process of engineering project,and discuss the practice of time cost optimization.The main contents of the paper is as follows:first,from the point of view of topic background and research significance,this paper proposes the difficulties of Yangquan station in the integrated dispatch monitoring center renovation project,and briefly explains the overview and steps of the project schedule management,and expounds the problems in the project schedule and cost management of the railway transportation base station.Secondly,this paper introduces the reason and background of the renovation of the integrated dispatch monitoring center.According to the project schedule and cost management theory and technical tools which mainly include WBS decomposition,Gantt chart,plan review technology,and respectively considering engineering project structural decomposition,sensitive factors,resource allocation and schedule,we gradually describe the implementation process of the renovation project and the problems in project schedule by project tracking.Finally,with the progress and cost optimization theory as a guide,we analyze the causes of the differences one by one and optimize the project according to the data obtained during the implementation process,and get the final scheme.We hope that this paper can provide some practical reference value for the implementation of the project at the grassroots level of railway enterprises.
