After the call that Intensify the police by technology was issued by the Ministry ofPublic Security, various types of road recording and monitoring system come intoexistence as the situation requires. One of the most important system is thehigh-definition electronic police system. Application of high-definition electronic policesystem can greatly improve the motor vehicle driver’s consciousness and enhance safetyawareness, reduce accidents and traffic congestion as well as traffic disturbance causedby disobeying or running the red light in order to improve vehicular traffic speed at roadjunctions and ensure smooth traffic.This thesis focuses on the current actual needs of road traffic management bypublic security traffic management department to complete demand analysis and systemdesign of the high-definition electronic police system. Firstly, the research backgroundhigh-definition electronic police system was investigated to describe the problem to besolved, given its significance and analyzed the current development status. In thesystem requirements analysis phase, the construction principle and system functionalrequirements as well as central management platform needs of high-definitionelectronic police system were given. The system functional requirements aresummarized in three points: the illegal capture accurate and efficient, illegal data clearand effective, Bayonet type of electronic police. And then the business process analysisand role analysis as well as the software function analysis of the central managementplatform were given. In the system design phase, gave the system overview, andexplained the system works, working principle and topology. The red light capture andrecording process bayonet were described, the system components were divided intofront-end subsystem, network transmission subsystem and the central management platform. In the system detailed design phase, gave the system front-end subsystems,front-end subsystem functions, front main device parameters, the transmission networksubsystem design, center management platform subsystem design and constructionpoints. Showed the structure of the front subsystem, the front subsystem is divided intored signal detecting unit, image detecting capture unit, recognition processing unit, anetwork transmission unit, And gave the main parameters of the equipment used in thesystem, such as HD network cameras, license plate recognition embedded host and soon. The system functional design and database design of center management platformsubsystems were completed using object-oriented methods, UML model diagrams andE-R diagrams. In the system software implementation phase, described the interfacedesign, the key code and program flow chart. Finally, the summary and prospect weregiven.The system was designed to meet the needs of road traffic management of theformer public security traffic management department, the purpose of inhibitionviolations of the motor vehicle driver can be achieved effectively.
