A Study On Project Planning Electronic Information Industrial Park In JINZHOU

With the constant progress of science and technology, sustainable developmentof electronic information industry has become a pillar industry of the nationaleconomy. At present the scale of China’s electronic information industry rankedsecond in the world after the United States. According to statistics, in2011,large-scale electronic information industry revenues, profits proportion of thecountry’s total industrial8.9%and6.1%. Meanwhile, the gradual penetration ofinformation technology deepen into the financial, telecommunications, energy andother fields, to promote and enhance the development of traditional industries. In2009, for the revitalization of China’s electronic information industry, thedevelopment of the "electronic information industry restructuring and revitalizationplan" focuses on accelerating the integration of information technology andindustrialization. Electronic information industrial park project is to realize the twofusion, which is an effective way to form industrial scale.In order to improve the core competitiveness of electronic information industry,the regional economic development, our country built in Beijing, tianjin, Shanghai,guangdong and other13provinces and cities of31national electronic informationindustrial park. In industrial scale expands unceasingly, the output value of rising atthe same time, electronic information industrial park project implementation processthere are some noticeable problems in the middle. On the one hand, different fromtraditional industries of electronic information industry, the impact on the surroundingenvironment is small, but the infrastructure in the park, the park surrounding thepublic service facilities, parks around the research conditions and productive servicedemand is higher, and from the point of view has been built in the park, because theproject has not fully taken into account when planning and construction in classfactors, lead to park location selection is not reasonable, the park layout is notscientific, functional partition fuzzy. On the other hand, due to a lack of management,enterprise correlation is poor in the zone, the industrial concentration degree is not high, poor enterprise embeddedness, independent innovation ability is low, lead topark industrial technology too dependent on foreign capital enterprise, always in thelow-end value chain, just the high and new technology of assembly. Therefore,through the analysis research project planning, rational layout and facilities in thepark, improving the level of project management is very important.This article first introduces the characteristics of the electronic informationindustry park in recent years, the development course and mode, summarizes thedomestic and foreign research results about industrial park planning, analysis ofproblems existing in the campus planning. On this basis, this paper expounds theresearch significance, research ideas and research methods, detailed projectmanagement theory, system theory and the project planning and related theory, fromproject planning background, the condition of the project area, project developmentconditions, development and protection of jinzhou four aspects analyzing the presentsituation and problems of electronic information industry park planning, defineprojects, goals, and then make the project planning and design, including land layoutplanning, road traffic and green space system planning, municipal engineeringfacilities planning and project environmental protection planning. In order toguarantee the implementation of the project objectives and the smoothimplementation of project scheme, planning implementation suggestion and safeguardmeasures are given. Finally, the paper summarizes and analyzes the implementationof the project planning. Scientific and reasonable project planning scheme canconform to the natural environment in harmony with the economic development,industry scale adapted to local resources conditions, fixing the park location andindustry, guide the park enterprises and market docking. Through the research ofproject planning and design, to be able to introduce modern project managementmode of project construction, and finally achieve the desired project objectives.
