Nowadays, electrical fire is still a serious safety problem in our country. In this paper,we study the mechanism, causes, detection and prevention of fires caused by electricfaults to provide guidelines on its reduction and prevention.Electrical equipment inspection usually consists of two parts: checking theinstallation of the electrical equipment and checking the load circuit by infrared andultrasonic instrument to detect overheating and electric discharge. However, practicalexperiences suggest many disadvantages of the current inspection methods, including lackof legal basis, over complicated processes and limited conclusions. Therefore, design ofelectrical safety inspection regulations needs to be improved.Based on the RBI theory, we proposed new methods that improve electrical safetyinspection and build risk assessment models. The proposed risk assessment modelconsiders individual cases and can suggest suitable electrical safety inspection schemeaccordingly, especially on optimal inspection cycle and type of tests required.Xidan Cultural Plaza is a modern shopping center providing shopping, dining,entertainment and culture services. It is a crowed public place with high electrical firerisks. Fires in such areas will cause tremendous losses in the lives and properties of thepeople. Among all, major fires and electrical fires are especially disastrous and of topconcerns. In order to prevent major fire accident, safety management should be improvedespecially on electrical fire risk management and control. In this study, floor B of theXidan Cultural Plaza is selected as study area. We use semi quantitative risk assessmentmethods to assess electrical fire risks and provide optimal design of inspection cycle andtype of electrical fire risk tests for each shop on the studied floor.
