As Electric Power System develops fast, the Time Synchronization Technology is also upgrading continuous. The reliability of this technology will impact the stability of the whole electric power system. With the massive mega-regions interconnected grid system popularized on a global scale, the electric power system will require the real-time and stability of the time service to be a higher level.The Time Synchronization in Electric Power System contains Absolute Time Synchronization and Relative Time Synchronization. The former refers to synchronizing with universal time code (UTC), while the latter refers to time synchronization between one system’s internal parts. For wide area network (WAN) time synchronization system, the major concern is relative time synchronization. If grid system’s internal parts can be sure to synchronized with UTC and kept to a minor time error range, naturally, the internal parts relative time synchronization can be ensured. So how to set up a standard reference timing source is particularly important.As the core device of timing, grid system time synchronization device will proceed time source signal receiving, signal transmitting and signal processing to accomplish timing task. With the dispersion points linked to be a huge electric power network gradually, smart grid and electric power dispatch system raise higher requirement to the accurate time synchronization. So single time source cannot meet the increased electric power system timing requirement, while multisource time synchronization keeps developing and becomes the major mode of electric power timing in China.This thesis aims at improving and developing GPS and BD system double satellites signal source timing devices. For synchronization time hardware aspect, use the way that GPS and BD time source redundancy combine to finish time synchronization by redundancy timing between double major clocks. This double signal source timing basing on NTP technology is not only safe and reliable, but its alarm device also can give an alarm automatically to call the maintainer to repair in time. The system reserves many extended interfaces and can be expanded and upgraded on the basis of requirements in any time, which makes a great convenience for the network modulation and grade adjusting. Also in software control aspects, it combines SSH frame with an enterprise level, C/S structure and B/S structure, uses MVC design mode and develops with My Eclipse, thereby achieving the primary modules including hardware parameters monitoring, browser qualification verifying and software control parameters set. And with SQL Server2005to develop database server, it forms a part interconnected time synchronization device monitoring system. Meanwhile the system pays much attention to user experience. The software interface is striving to be simple, and also it provides a great convenience for the operators to master timing status in a real time, expand timing sites, and collect data parameters immediately.Basing on the requirements of double time source, this thesis makes deeply analysis in the current situation and the possible planning for adjusting and expanding of the system. Not only the current system controlling requests must be satisfied, but also the requests after expanding. Firstly, this thesis analyzes overall in the whole timing system, and formulates the design goal and safety request. Secondly, in the course of design, considering the convenience and stability for users, strives to be simple and easy to operate. During program design and action, describes the realizing progress for every primary system frame, and uses the actual test result to prove the stability of the system. Lastly, in the database storage and safety aspects, chooses SQLServer2005with matured technology and high stability, and use hot backup method to assure the database safety considering the serious consequences in case it goes wrong.
