In recent years, the transmission network planning study from considering load uncertainty to considering the uncertainty of wind power, illustrates that the uncertainty of load and wind power have a great impact on the transmission network planning results. In order to obtain more stable and reasonable plan, the transmission network planning which considering the combined effect of wind power and load is studied in this paper.In order to explore the mechanism of dealing with the uncertainty in the grid planning, load fluctuations for example, this paper analyzed the interval planning method and the probability planning method, through the comparison of the two methods from the objective functions, constraints and system security identification methods and algorithms, shows the difference of two planning methods in details. The results illustrate that the probability model is more reasonable and effective than the interval model.In order to consider the combined uncertainty of wind power and load, through the analysis of the annual load data and the wind power data, this paper proposes a transmission network planning method considering the combined effect of wind power and load. In the model, through analyzing the typical time data we can get the typical planning scenarios, by setting different overload probability values we can get transmission network planning schemes under different N-1security requirements. The examples show that by using the proposed model we can get the more robust and more effective planning scheme.By using a demand-side response of direct load control, when the system load reaches a peak we reduce the peak load directly. By processing load duration curve, this paper expands the traditional planning model, and established a method which considering demand response in the transmission network planning. The example shows that the implementation of demand response can not only reduce the operation cost but also reduce the investment cost. This article explains that the demand response mechanism has a positive impact on the system, with the development of smart grid, demand response will have a broader space for development.In short, the transmission planning method considering the comprehensive effect of wind power and load and the processing method of demand response in the planning proposed in this paper, will provide a new thought for the effective utilization of wind power and the demand side resources.
