Power Grid Planning is an important precondition for the grid security and the stability of Economy, which also offers security for both of them. Power Grid Planning is an important link in the development of power grid and power enterprises. With the marketization of electric power and the development of electric power industry in the new period, the requirements for power grid planning are increasing. Building a strong and smart grid has become the primary goal for the development of power grid and power enterprises.The traditional power grid planning mainly used the technical and economic comparison method, which was usually considering the economy of grid planning, without using any better indicators for the reliability and flexibility of grid planning at the same time. It can’t meet the electricity enterprises’requirements, which need to build a strong and smart grid. Currently, how to improve the reliability and flexibility of power grid planning has become a hot Issue for the research of power grid planning.The paper starts from how to ensure the reliability of the grid starting planning, taking into account the variety of uncertainty information in the power grid planning, then goes to establish a dynamic grid planning model, combining the modern popular Optimization algorithm with the traditional network planning optimization methods, in order to finds a dynamic grid model to meet the requirements of the development of smart grid dynamic network planning.it introduces the domestic and overseas research status and methods for Power grid planning model, then discusses the current strengths and weaknesses of these research methods. Basing on the biological mechanism of hybrid leapfrog algorithm, the paper puts forward a new method to solve the problem of security constraints for Power grid planning, using the improved shuffled frog leaping algorithm model.it applies the improved hybrid leapfrog algorithm model for planning example simulation, to prove the feasibility and effectiveness of the planning model. The optimization process and the calculated results show that:the algorithm has many advantages---fewer parameters, faster calculation speed, good convergence, higher calculation accuracy and better global optimization ability and so on.it analyses the fundamental causes of uncertainty factors in the power grid planning, studying the uncertain multiple attribute characteristics of power grid planning, then puts forward a kind of uncertain multi-attribute method, basing on interval analysis planning analysis. By determining the comprehensive attribute value of uncertain factors in different plans, according to the comprehensive attribute values in sorting, it gets the optimal power grid planning.Then it combines this planning analysis method with hybrid leapfrog algorithm programming model, getting a power grid planning model based on dynamic programming. At the end, it uses a region’s actual model---one part of east inner mongolia region’s power grid planning, to verify the feasibility of the algorithm.
