Transmission line is an important part of power transmission system, it is the arteryof power system, and whether it’s reliable and stable directly determines the safety andstability operation of the whole system. In recent years, the voltage grade oftransmission line has been continuously raising with the development of electric powerindustry, so it put forward higher requirements for the maintenance and management oftransmission line. Transmission line status monitoring is the important technical meansto realize the maintenance and management of transmission line, and it can also enhancethe level of transmission line professional management, it is the important content ofpower network construction. Thus it is very necessary to study the key techniques oftransmission line status monitoring in depth and construct a set of status monitoringsystem with reliable performance and perfect function, it is also development directionof the safe and reliable operation for power system.This thesis focused on the key technologies of video and image monitoring ontransmission line. In order to reduce the system implementation complexity ofrespectively encoding low-resolution video and high-resolution image in the existedstatus monitoring systems, The thesis proposed a SVC-based video and imageintegrated compression method, it utilized the spatial scalability feature of the scalablevideo coding to encode the low-resolution video and high-resolution image underunified framework, it only used one coding system. In addition, a multiple connectionmonitoring system design scheme is proposed in the thesis to enhance theinteroperability and flexibility of status monitoring devices, it also used a dynamicpower management method to minimize the unnecessary power consumption.The thesis described the design scheme of the system and the principle of theproposed algorithm in detail, and it simulated and analyzed the performance of thealgorithm. The results showed that the compressed image performance of integratedcompression method is about2~3dB better than JPEG method. Meanwhile, the designscheme of the multiple connection status system can effectively improve the flexibilityand interoperability of the system. it provided technical support for theIntelligentmaintenance management of transmission lines.
