With the computer network communication technology and multimedia technology, video surveillance technology also will rise and rapid development. With its ability to live in various environments, continuous realy observe and recording object information and has a series of advantages, are widely used in various sectors of social production. Currently, the state is in full development of agricultural information construction process, put the development of the emerging video surveillance technology to use in the construction of agricultural information, the construction of agricultural information is bound to promote the role.This paper describes the status of vegetable pests and hazards in the process of agricultural information, and emphatically analyzed the problem of traditional crop diseases and insect pests diagnosis system in our country and the insufficiency. To compensate for the traditional crop pest diagnosis system defects and shortcomings, the author experimented with the development of the emerging video surveillance technology with traditional agricultural information systems integration, build the vegetable plant diseases and insect pests of remote diagnosis system based on video monitoring. Relative to the traditional crop diseases and insect pests diagnosis system, the system have higher accuracy and stronger practicability. In the aspect of function, the system is also highly scalable, in the image content recognition, portable diagnostic systems, multimedia and other aspects of extensions.The auther put Wuhan Hannan modern vegetable industry demonstration park as the practice areas and service objects and build vegetable pest diagnostic system according to the industrial park demonstration information construction requirements. This article first carries on the analysis and design of the whole system, determine the two-step procedure. First built an industrial park video monitor system as the hardware facility of remote diagnosis, then conduct pest and disease diagnosis system for client design and development work based on the hardware of video monitoring systemVideo surveillance system put network engineering thinking as the guiding ideology. Through the logical network design, physical network design, system installation and debugging, acceptance and maintenance of system, build the interactive video remote monitoring system, provides a hardware foundation for the construction of the whole system; Pest diagnostic system client software put engineering thinking as the guiding ideology. Through system design, data acquisition and analysis, system coding work steps, to build a query with a catalog, fuzzy query, intelligent reasoning disease, diagnosis and decision-making functions of vegetables pest diagnostic system. Two subsystems are not isolated, but interdependent. Video surveillance system is the bridge to remote expert personnel and industrial plantations and the key to remote diagnostics. Remote expert diagnosis system can be viewed by the client to the video surveillance system of the screen, and the video camera for remote control.The system has been put into use in the vegetable industry demonstration garden, Practice has proved that through the production of video-based surveillance system for remote diagnosis scheme is feasible, The system construction in Wuhan Vegetable Pest remote diagnosis system, and promote farmers rational drug use, improve the quality and safety of vegetables and other aspects play an important role, Also for the future of video surveillance junction construction of agricultural information technology into the research work has made a good demonstration.
