Agricultural scientific research institute is a kind of public welfare institutions, supported by national financial fund, it is also an important representative of agricultural scientific research’s level. Got rapid development in the national agricultural science and technology, agricultural scientific research institute, carrying out science and technology system reform under the background of the provinces while set up all kinds of agricultural scientific research system, but organizational structure problems, such as solidification structure, subject structure, poor information sharing and the shortage of staff incentives are still existent in agricultural research institute, limit the scientific research efficiency of agricultural scientific research. How to optimizing organizational structure to fix disadvantage of agricultural scientific research institutes, unlock the shackles of the old type structure on the efficiency, become an urgent theoretical research task. Under this line of thinking, take Jiangsu Academy of Agricultural Sciences(JAAS) as my research object, by discussing the reason of agricultural research institutes are lack of activity and the scientific research efficiency is not ideal, a possible path is put forward to adjust the organizational structure of the region agricultural research institutes, in order to improve the management level of agricultural scientific research institutes and organizational efficiency.Based on the monographs, thesis, yearbook and other literature material, academy of agricultural sciences’organization situation is analysised from three aspects:the organizational structure elements, structure of the organization mode, organization structure, operation mechanism. According to the negative phenomenon of personnel structure, incentive System, the disadvantage——lack of activity and barriers to innovation come out based on the ananlysis of the organization structure’s elements and operational aspects. The bad part of organizational environment also restricts the organizational structure to play a better role. Specific for:the negative effects of scientific research system, funds, information communication, laws and regulations supporting etc. The organizational structure’s potential function has been played out.Academy of agricultural sciences’ organization structure is suggested to adjust position management, the management mode, discipline setting, and the author also suggest building virtual research center to integrate scientific research advantage resource, improve the scientific research management system, financial input, talents construction, information mechanism, laws and regulations and the quality of other organizational structure surrounding elements, forces and improve the efficiency of scientific research.The new agricultural technology revolution prompt agricultural academy a new implementation. As a result, the academy should hold responsibility of history, we shall deepen the reform of the scientific research system, to optimize the organizational structure as a starting point, improve the efficiency of scientific research of excitation mechanism.
