In this study, we investigate the public forest plantation which is around the reservoir of friendship in Inner Mongolia Xinghe county. The site type division of study area, as the basis for the public welfare afforestation and reforestation techniques is carried on carefully to evaluate the effectiveness of afforestation and propose technical problems and put forward suggestions and guidance for the public welfare and second phase of construction; The eco-efficiency evaluation system is built through the integrated using of theoretical analysis and frequency analysis, for ecological benefit scientific, rational, real evaluation, resulting in a targeted, all aspects of the evaluation results, in order for the relevant departments on the second phase project to develop a more scientific measures to provide reliable scientific evidence. The main conclusions of this study are as follows:(1) According to the site division basis and standard developed, the study area was divided into three types of site area, six site type groups and ten site types.(2) Afforestation program was basically designed according to local conditions and the principle of trees planting in appropriate and suitable site, the average of five-year reforestation survival rate was91.51%. Chinese pine and Scotch pine trees are growing fine, adapted to the site conditions, but the torch forest is unsuitable for other plants planted with, especially Chinese pine and other trees.(3) Evaluation index system for ecological public welfare forest eco-efficiency was constructed, and the system was used for assessing the value measured on instance of welfare afforestation in Inner Mongolia Xinghe County. The value of public forest ecological benefits is calculated. The result is:the benefits of eco-efficiency accounted for the largest proportion of the total value of forest benefits to eliminate noise, and the proportion was55.78%, followed by fixing carbon and releasing oxygen efficiency,18.2%of the total benefit value; the third place is water conservation benefits,16.31%of the total effective value. The categories of ecological benefits accounted for the smallest proportion of gross are water conservation benefits, regulating microclimate efficiency and improving air quality and efficiency, the proportion in proper order are0.1%,0.43%,1.04%.
