The pilot new rural cooperative medical service was started from2003in China.It almost covered all the Chinese farmers that achieved it’s institutional goal andmade significant achievements. The original intention of the excogitation of thecooperative medical service in newly villages is to solve the problems which exist inour rural such as "people become poor because of disease "and "people return inpoverty because of disease", to protect the rights of farmers to accept the basicmedical service and meet the basic medical services needs of farmers better. Facingthe reality in our country that our government could not provide medical service forfree at present, the new rural cooperative medical service is one of the effectivesupport in social security system to provide medical security to farmers and it also isthe foundation which can protect the stability and development of the rural socialeconomy. So from the point view of the entire social system, the cooperative medicalservice in newly villages should be developed as a long-term social security basicservice to achieve the sustainable development of the new rural cooperative medicalservice.We study and analyse the challenges and problems in the process of the newrural cooperative medical service in this paper, and try to put forward some advises ofthe sustainable development of the cooperative medical service depends on learningfrom the advanced rural medical service models and experience. There are3parts inthis paper, first of all is the research on theoretical analysis, in this part we define theconcept of the new rural cooperative medical service in a scientific way, and study thesustainable development of the new rural cooperative medical service from fivetheories such as the sustainable development theory, the institutional economicstheory, etc. Then we try to prove the necessity of the sustainable development of thenew rural cooperative medical service by theory.Finally, try to put forward some responses of the challenges and problems in thesustainable development of the new rural cooperative medical care system: first, clearthe government responsibility, strengthen the subject status of government system, todo its job by strengthen legislation safeguard, the financial investment, supervisionand management of the three aspectst; Second, improve the new rural medical care system’s quality and construct the participants’capability and develop the institutionsof the medical informational construction base on the main system and institutionalsystem of the new rural medical care system; Third, the government should enhancethe security, and consolidate the participation willingness through developing therural social economy, education construction. To be specific, improve the farmers’participation willingness by advertising for the new rural medical care system,building and strengthening the appeal ways for farmers’ benefits, and using the thirdparty of join the supervising.The new rural cooperative medical care system sustainable development is along-term systematic project, which needs to build a harmonious and stable, goodrunning environment, especially needs system participant bodies: the government, thecooperative medical service, the operation difficulty in the participant farmers becauseof their personal benefit consideration. the government should take responsibility ofthe new rural cooperative system’s sustainable development, handle with the everyrelations in a harmonious way, combine the three participants of the new ruralcooperative medical system:government agencies, medical institutions and farmers towork together, and finally build a harmonious situation of cooperative developmentby the three participants of the new rural cooperative medical system.
