The Research On The Information Disclosure Of Ning’er County People Hospital

With the continuous progress of the work of the State Opening Hospital Affairs, vigorously carry out public hospitals at the county level information disclosure to become one of the important work of the health care reform, this initiative on the protection of the public " right to know" and narrow the knowledge gap " between doctors and patients, promote public hospitals welfare regression of great significance. Ning’er County People Hospital as the second batch of national Opening Hospital Affairs demonstration sites, is conducive to the hospital, to carry out research on public hospital information disclosure deeply aware of the existing problems in the public hospitals at the county level information disclosure process is conducive to devise effective path, can provide useful experience for other regions.Firstly, to explain the concept of public hospitals, information and information disclosure; Secondly, to parse the disclosure of information of public hospitals at the county level based on the right to information theory, asymmetric information theory, the theory of government regulation and the DADS mode theory; once again, combined with the survey data in People hospital to analyze the status of People hospital information disclosed; then, through data analysis, combined with interviews, identify problems and their causes; finally, combined with the successful experience of foreign countries to make recommendations for improving the work.Through research I draw the following conclusions:First, hospital disclosed the lack of normative and effectiveness, resulting in the public understanding of the information difficulties, poor good enough; Second, information disclosure narrow channels lead to the dissemination of information is limited; third, supervision mechanisms are weak, inadequate supervision of the administrative department of health, weak awareness of third-party oversight is limited, public oversight, the supervisory mere formality; Four, external security system is not perfect, financial subsidies gap, the system is imperfect, lack of professionals, restricting the disclosure of information of public hospitals at the county level sustainable development. Eventually, these lead to the poor situation of public hospitals at the county level information disclosure run. Going through the research, this paper focuses on normative issues, disclosure the channels matters, oversight issues and external security system. At last I’ll propose some improvement measures such as multi-faceted sounding security system; improving and refining the information disclosed; widening the disclosure channel construction; tripartite (government, third-party organization, the masses) should co-regulatory and so on.
