Primary health care institutions informatization construction is an important part ofhealth system reform, is important technical support and guarantee of deepening healthsystem reform. The State Council” the planning cum embodiment of deepening the healthsystem reform in ‘12th Five-Year’ period” clearly accelerate pushing forward theinformatization of primary health care institutions, on a pilot basis, province as a unit，establish primary health care information systems, to improve the level of primary healthcare services. In2010state invested18.9billioninto the Midwest423,000village health information construction. In2011also invested12.5billion for the31provinces of primary health care institutions managementinformation system construction.In support of national policy and national construction funds, informatizationconstruction of primary health care institutions is showing a trend of rapid development. Topromote the informationization construction and management of primary health careinstitutions in Hubei Province and improve the quality of informationization constructionand application level of the health care institutions of country region, studying to establish aevaluation index system of the level of informationization that is scientific and reasonable,objective and impartial, easy to operate of the health care institutions of country region inHubei Province has become a key issues to be solved in the current.[Purpose] Guided by the national policy, based on pre-project " the Present SituationInvestigation of Hubei Hospital Informatization”, combined with the health care institutionsof country region in Hubei Province, learning From domestic and foreign research results,adhere to the principles of advancement, comparability, operability,oriented nature etc. Thisstudy explores ways to establish the evaluation model, the index system, evaluationmethods and evaluation rules for the informationization level of the health care institutions of country region in Hubei Province, and to be used to evaluate the informationization levelof the health care institutions of country region in Hubei Province.[Methods] Through the literature analysis and Field research method, build theevaluation model of the health care institutions of country region informationization levelin Hubei Province and the initial indicators database l; Apply Panel Discussion to discussthe evaluation method of the informationization level of the health care institutions ofcountry region in Hubei Province, and to modify and improve the initial model andindicators database; Use expert consultation method and key performance indicators toscreen and optimize indicators and set evaluation methods.[Results]⑴construct an evaluation index system and evaluation rules ofinformatization level of county-level hospitals in Hubei ProvinceThe evaluation index system mainly includes informationization security system,informationization infrastructure, the construction of information systems andinformationization applications, information standards and information sharing,information security, informationization effectiveness6level indicators and15secondaryindicators and evaluation content.⑵construct an evaluation index system and evaluation rules of informatization levelof township hospitals in Hubei ProvinceThe evaluation index system mainly includes informationization security system,informationization infrastructure, the functions and applications of information systems,information standards and sharing, information security, informationization effectiveness6level indicators and18secondary indicators and evaluation content.⑶construct an evaluation index system and evaluation rules of informatization levelof village clinics in Hubei ProvinceThe evaluation index system mainly includes the construction of hardware facilities,the functions and applications of information systems, information exchange and sharing,management systems and measures, the village doctor informationization capacity5levelindicators and10secondary indicators and evaluation content. [Conclusions] The index system of the informationization level of the health careinstitutions of country region in Hubei Province is hierarchical has a good operability,reliability index is high, evaluation method is reasonable. It can fully reflectinformationization level of the health care institutions of country region in Hubei Province,and provide an important reference for building evaluation index system of nationwide thehealth care institutions of country region informationization level, application value, withpopularization and application value.
