The concept of “management by objectives " had been raised by Drucker for the first time in 1950 s, this concept had been developed for years,and had made great achievements in the enterprise management practice. This theory was introduced into China recently,combined with the actual situation, put the theory into practice. They make efforts to explore the management theory and method which is suitable for their company and industry. The objective of this study is to find how to build the evaluation index system of management by objectives in medical institutions functional departments.This study based on the theory of management by objectives, the research objective is Inner Mongolia Medical University affiliated hospital. By the party committee office, quality management department and the medical administration department as the breakthrough point, literature review, historical review and summarizing method have been adopted in the paper. To analysis the evaluation index system of management by objectives in medical institutions functional departments. Management by objectives has been generalized in clinical department and medical laboratory in different level medical institution; it is difficult to evaluate the work task by quantitative evaluation method in medical institutions functional departments. Therefore, when the managers formulate the evaluation index, they ignore the functional department knowingly or unknowingly. Finding out the defects of the existing evaluation index system and puts forward the corresponding improvement method.Results: The implementation of management by objective in medical institutions functional departments is feasible and effective. The existing evaluation indexes need constantly perfecting according to the actual situation of hospital development. Meanwhile pay attention to the character of the index content. Separating the constitutor, performer and examinee. Ensure the scientific, rationality, impartiality and fairness of the evaluation. Due to lack of the knowledge reserve and practical experience. Supervision problem has not been solved after introduction of the third party. I will be carried out in-depth study in the future.
