| Objective:Recently, emergencies of public health happened more often, which needs moreprofessional and quick response. Importantly, the shortage of human resource insectors hampers the capacity of disease control and prevention. Hence, the structure ofhuman resource seriously affect the development of disease control, as well as theimprovement of public health.Methods:To have an overview on the current capacity of disease prevention and control inDandong city, we analyzed the actual situation of the human resources. We collectedthe general data of human resources in all sectors of disease prevention and control inDandong city. The characterization of human resources was analyzed by thechi-square test with comparable cities in China and Overseas. Moreover, Lorenzcurves and Gini coefficients were employed to evaluate the fairness of humanresources allocation.Results:The collected data from8sectors showed that there were443persons in totalworking in Dandong. The current constitution of these employee were elder in agewith an average of41.3, lower level of education, and small percentage ofprofessional. In details,64.1%were not well-educated whereas only35.9%have aneducated experience in universities, as well as that only33.63%was from Publichealth major,17.16%was from inspection major,15.58%was from other medicalmajors and25.28%was from others major. The distribution of different level ofprofessional title was7.91%of Senior,37.92%of intermediate and34.31%of primary title. Data showed there was good fairness in the constitution compared withother cities, however, in a serious shortage of employee. Thus,74.7%declared highworkload,15.1%worked for over40h per week, and12.2%had continual overtimework. Among the employee,61.4%satisfied on their work whereas63.4%declaredunmatched salary, as well as92.8%desired continuing training in Epidemiologicalsurveillance, data statistical analysis and the epidemic network straight.Suggestions:To meet the increasing demand of disease prevention and control in Dandong,and give an improvement on the management of human resource, we made pans andsuggestions as followed.1. The government increase the disease prevention and control workThe government need to optimize the direction and structure of health input,increase financial input for public health, and increase the proportion of publichealth expenses on fiscal expenditure by the constantly developing of economicsociety, establish the basic public health social security network.2. Strengthen the talents constructionTo deal with the challenge of modern public health by the rational allocation ofhealth human resources, optimizing the structure of human health, attractinghigh-quality talent, building public health service personnel and the introduction ofincentive mechanism, improving the overall quality of public health workforce.3. Optimal integration of hospitals and CDC public health resourcesThe public health service system is made up of professional public health servicenetwork and the medical service system of the public health service function part,prevention work in hospital is a major loophole prevention work, the organiccombination of clinical medicine and public health, building up mutual understandingand communication between them, forming the mechanism for effective coordinationand cooperation, which can improve the the overall level of public health in china.4. Strengthen medical education, training of qualified public health professionalsThe professional curriculum system of public health professional discipline system model should be changed in order to prevent the medicine oriented, establishhealth management+prevention medical+clinical medical+basic medicalcurriculum system, strengthen the specialized knowledge and techniques to deal withpublic health emergencies, cultivate comprehensive public health personnel whoknows medicine but also proficient in management and control of the applicability,through the development of grass-roots need oriented medical education and training,in close coordination with the department of education, culture and health personnelfor basic orientation,which can ease the shortage of primary health personnelsituation in a certain extent. |
