The human resource configuration in the organizations for disease prevention and control is an important factor which decides the level of public health services in a region. This thesis analyzed the external and internal environments, restricting factors, the existing problems and development trends in human resource configuration of the organizations for disease prevention and control in Shandong Province, from the aspects of theories, present condition and prediction, in order to provide reference for optimization of human resource configuration.In the aspect of theories, this thesis proved that the rational human resource configuration is an inexorable trend and the government should play a leading role in human resource configuration of the organizations for disease prevention and control, with the theories of human resource strategy and planning, etc; revealed the objective laws of human resource configuration in the organization for disease prevention and control through analysis on the evolution process of the standard for human resource configuration at home and abroad. In the aspect of the present condition, by way of special subject survey and quantitative analysis, this thesis kept abreast of the three problems of quantity, quality, and fairness distribution in human resource configuration of the organizations for disease prevention and control in Shandong Province, and analyzed the cause of the problem. In the aspect of prediction, this thesis observed the situation and the strategic target of public health in 10~15 years faced by the organizations for disease prevention and control in Shandong Province, and adopted the mathematical model to forcast the supply and demand , including the total of human resources, technical professionals, undergraduate professionals, and senior professionals.By thorough analysis from the above three aspects, this thesis believed, in order to optimize the human resource configuration in the organizations for disease prevention and control in Shandong Province , the appropriate growth of the total amount of human resources should be maintained, and attention should be paid to the improvement of personnel's structure and their quality. Thus, the government should further enhance the management on public health, the education department strengthen the training of public health professionals, the market mechanism play a big role in human resource configuration, the organizations for disease prevention and control pay attention to self-capability construction, and improve the self- development capability.
