Human resource allocation is formed by introducing the concept of resource allocation on the basis of human resource management science, which mainly studies about how to put scientific and reasonable human resource allocation into practice in order to improve work efficiency and realize the optimization of human resources in the specific organizations or enterprises.The standard of disease prevention and control as well as the technical services of public health in a region depends on the human resource allocation in institutions for disease control and prevention. The study about human resource allocation of grass-roots institutions for disease control and prevention has more practical significance. This thesis analyzes the status quo of human resources in the institutions for disease control and prevention in the city and county levels of Taian from the perspectives of theory, current situation and existing problems, gives a profound discussion to the allocation of human resources, factors of influence and improvement strategies, aiming at providing some reference to the optimization of human resource allocation of institutions for disease control and prevention in Taian City.In terms of theory, the thesis makes use of the theories on allocation, planning and management of human resources to discuss the significance of allocating the human resources scientifically; takes analyzing the human resource allocation standard of domestic and overseas institutions for disease control and prevention as a start to find out the regulations of human resource allocation in system for disease control and prevention. In terms of current situation, the thesis describes the condition of human resource allocation of institutions for disease control and prevention in the city and county levels of Taian on scale, personnel quality and justice of distribution by special investigation and data analysis totally. In terms of existing problems, it gives an analysis on the factors of influencing the human resource allocation and the social requirements, revealing the reasons and origins why the problems happen. At last, the thesis puts forward how to optimize the human resource allocation to meet the requirements of disease prevention and control as well as the technical services of public health completely.By careful and in-depth analysis, the author believes that first the amount of human resources must be increased steadily and moderately to really realize the optimization of human resource allocation of institutions for disease control and prevention in Tainan City, secondly the reasonability of post structure and improvement of personnel quality should also be attached importance. Therefore, the management of public health must be reinforced, at the same time, for the purpose of improving the ability of self-development of institutions for disease control and prevention, it is necessary to introduce flexible mechanism of allocation, lay emphasis on the construction of self-system of institutions for disease control and prevention, inspire the assigned personnel’s enthusiasm, make the advanced technology to play a role on human resource management and reinforce the education to the basic talents on public health.
