It has been30years since AIDS was discovered, and the world, especially Africa, was deeply involved in the AIDS diaster. AIDS first arrived Uganda in1982, and then It became one of the earliest African countries which were effected by HIV/AIDS and the epidemic quickly became raged under adverse social, political and economical conditions. After the new government was founded by Museveni in1986, Uganda made its rapid response by starting a widely mobilized AIDS prevention campaign. With their joint efforts,Uganda’s AIDS prevalence rates underwent a continuous decline from the early years in1990s to the21st century and kept stable since then.Uganda made an effective progress and became the first country in the world which turned the epidemic around while experienced the biggest drop on AIDS prevalence rate in the whole world.This thesis try to explore the whole process of Uganda’s30years’fight with AIDS in historical perspective from3aspects including Government, civil citizens together with NGOs. It will help to acquire many meaningful reference from Ugandan AIDS activities or practices and then guide other practices in other places. The content will be divided into four chapters:The first chapter will give an introduction of the causes for African AIDS epidemic, and briefly describe the general development of AIDS in Uganda. The main reasons for African AIDS epidemic including poverty, instability, traditional behaviors, limited help from the international society and so on. Uganda made a great progress in AIDS prevention by active AIDS practices and programs in place of its feeble response in the early time.The following chapter will firstly deal with the general process of its early response, then focus on the AIDS campaign organized and led by Museveni government.It proved the leading role of Museveni Government in the fighting with AIDS by its active AIDS policy, institutions adjustment, multi-sectoral strategies or "ABC"strategies、the positive atmosphere it created. At last, it will discuss the activities the president devoted to the campaign and his role played in it.The third chapter stresses on the practices of civil citizens and NGOs. Ugandan people were mobilized to fight with stigma and discrimination attached to AIDS and actively participated in the mass media campaign mostly as main force; the NGOs at home or abroad were blossomed everywhere in Uganda, while they contributed much to the AIDS campaign, connected the government and civil citizens, urban and rural areas.The fourth chapter will summarize the AIDS campaign and point out its influence.This conclusion part focuses on both the successful experience and lessons learned from Uganda, tries to find out some helpful inspirations from it.The last chapter analyzes the challenges Uganda faces, then further discussion explores to what extent can Uganda’s experience be imitated or followed. At the very last, I give a generally positive assessment to Uganda’s AIDS Prevention campaign in view of the overall history.
