Research On The Supply Of Non-governmental Organizations In Urban Public Cultural Services

During the period of China's economic development has entered the new normal and the construction of socialist culture with distinctive features has entered an all-round development,culture has played an increasingly important role in stabilizing the economic growth,promoting innovation and adjusting the structure of the country.The term of Public Cultural Service first appeared in the report of the 16 th National Congress of the Communist Party of China(CPC).In recent years,with the deepening of the construction of service-oriented government and the need of the transformation of government functions with the goal of "small government,Big Society",the non-governmental Organization has gradually taken over the functions of the public service areas delegated by the government.In the field of public service supply,government failure caused by government system and market failure caused by market mechanism provide a realistic basis for non-governmental Organization to participate in public service.Because of its voluntary,public welfare and non-profit nature,the non-governmental organization is more efficient,low-cost,innovative and flexible than the government in providing public goods.The service-oriented government aims to meet the needs of the public,which is in line with the ethical orientation of the non-governmental Organization to serve the society and volunteer for Public Welfare,thus,the participation of the non-governmental organization in the provision of public cultural services has become a necessary requirement for the construction of a service-oriented government.With the development of our economy and the progress of our society,the non-governmental organization has been playing an increasingly important role in the construction of our society and has had a more and more extensive influence in every field of our social life.The report of the 19 th National Congress of the Communist Party of China points out that the principal contradiction in our society has been transformed into a contradiction between the people's growing needs for a better life and unbalanced and inadequate development,public Culture is an important part of meeting people's needs for a better life,and bringing non-governmental organization into the field of public cultural services can give full play to non-governmental organization's advantages and role in this field,at the same time,it will ease the pressure on the government to provide public cultural services and respond effectively to the diverse needs of the public.Based on this,this paper looks at the non-governmental Organization's participation in the provision of public cultural services and the construction of culture,using the theories of new public management,new public service,government failure and market failure,principal-agent theory,and governance and good governance,this paper analyzes the necessity and feasibility of non-governmental organization participating in the supply of public cultural services,in the light of the current situation of the development of the non-governmental organization,the advantages and significance of participating in the provision of public cultural services,as well as the main existing problems,and drawing on the experience of the development of the non-governmental organization at home and abroad,this paper puts forward the countermeasures and suggestions for strengthening the development of the non-governmental organization,effectively cultivating and developing the non-governmental organization,and perfecting the Public Cultural Service supply system of our country.
