The Allied control council for Germany was the military government which held the highest authority in Germany from May1945to March1948. It separated the Germany into four occupation zones (The soviet zone, the American zone, the british zone and the French zone) and carried out the "4D" plan (Deindustrialization,Demilitarization, Denazification, and Democratization) to lessen and transform the whole German nation. As an international organization which was organized by four major anti-fascist powers, ACC played an interesting role during the period from WWII to the break of Cold War. As a symbol of the long-term cooperation of four powers, it fulfilled with differences and distrusts. As an outcome of the Allies’policy "total occupation", it was always disturbed by the disputes between the four independent zones. As it created a new Germany, it also divided Germany, Europe, even the whole world.
