The cultural industry is a sunrise industry, whose main activities are producing and providing spiritual products. Its development plays a non-negligible role in the development of economy and society. As a fusion of ecological ideas and cultural patterns, eco-cultural tourism has a new meaning and strong vitality, becoming a emerging field of cultural industry development. However, due to the late start of China’s cultural industry, the lag of the concept of development, the lack of awareness of innovation, and great limitations and homogeneity of ideas, awareness and mode of development of cultural industries, cultural resources are not well developed and utilized. Its development has been impacted by the foreign cultural industries while also facing a huge competition in the same type of domestic industry. How to draw the help from culture to develop high-tech, and high value-added industries is the difficulty we are facing, which is also thought-provoking.Hubei Province is a cultural and agricultural province. Relying on a long farming culture, Jingmen City’s "China’s agricultural valley" program has made a bold attempt to explore the road of multi-industry cluster development and eco-cultural tourism industry. It learns from the concept of "Silicon Valley" and "Optical Valley". And it is an agricultural experiment and demonstration area with the core of mechanism innovation, in accordance with the requirements of scientific development. It is a testing ground for Hubei Province to change into a powerful agricultural province from a major agricultural province, but also the frontier of the implementation of the strategy of powerful cultural province, which is of great significance. Taking industrial development of China’s agricultural valley as the object of study, combining with field research, analyzing the challenges the historical opportunity of "China’s agricultural valley", the paper try to explore the feasible countermeasures and suggestions for the development of China’s agricultural valley cultural industries.The paper is divided into six parts, whose main contents are as follows:The first part is the introduction. It introduces the research background and significance, research trends and commentary, related concepts, as well as the main the theory and methods used.The second part analyzes the development status of China’s culture industry, expatiating from the functional orientation of cultural industries, the future development trend of China’s cultural industry development status and China’s cultural industry. The third part comprehensively introduces the development status of China’s agricultural valley, from the construction status of agricultural valley, basic principles and significance and development prospects.The fourth part points out that China’s agricultural valley has superiorities in cultural resources, superior location, resource base, eco-development, industrial structure, agricultural science and technology and government support, while has weakness, such as cultural industries is small, the infrastructure and cultural promotion is inadequate, the high-tech is weak, the relative shortage of human resources are relatively deficit, by research of Chinese agricultural valley cultural industries and SWOT analysis of its current development. Thereafter the part further points out that the current Hubei Province’s development of cultural industries, the boosting of the income and consumption capacity, and the growing emphasis on traditional Chinese culture are good historical opportunities. While it also faces the challenges of cultural hegemony aggression in the context of globalization, the rapid development of cultural industries of the capital of Hubei Province, the rapid development of the cultural industries of other provinces (municipalities) and other serious challenges.The fifth part is about the development strategy analysis of eco-cultural tourism industry of China’s agricultural valley. It proposes feasible counter-measures and suggestions for the future development of China’s agricultural valley, through the application of the theory of eco-cultural tourism industries, combined with field research and SWOT analysis.
