Non-material cultural heritage with profound origin, rooted in folk, is a kind ofintangible and living cultural heritage. Tibet Autonomous Region in the southwest is a vastland of non-material cultural heritage, with rich, colorful, and characteristic resources onintangible cultural heritage. During thousands of years, the rich and unique Tibetan culturehas intact conservation and heritage for its relatively remote position and high altitudes. Inrecent years, the effectively protection in non-material cultural heritage in Tibet begins ingradual cognition and recognition of the world. To some extent, it ensures the diversity ofculture. Tibet non-material cultural heritage has been damaged in different degree because ofthe impact of modern life, especially the influx of foreign population, the invasion of foreigncivilization, traffic communication development, tourism development and so on, whichbrings new threats to the ancient Tibetan culture. And it’s eliminating relations between theintangible cultural heritage and the spirit and emotion of the Tibetan people. It is imperativefor government to rescue and protect the Tibetan intangible cultural heritage in order tomaintain cultural diversity.The Tibetan government work in non-material cultural heritage protection is still farbehind the pace of mainland cities, comparing with them, there is also a big gap. It has a bigspace to improve, for example, in aspects of the local laws and regulations construction, theinvestment funds, personnel training, education and publicity, etc. The purpose of this paper isto scan the present situation of Tibet non-material cultural heritage protection. By analyzingthe flaw of Tibetan government responsibility in the protection of non-material culturalheritage, targeted countermeasures and suggestions have been put forward to strengthen theprotection of intangible cultural heritage for the Tibetan government.
