In this paper, in order to adhere to Marx theory and cultural construction as theguidance, leading the construction of advanced culture to the scientific outlook ondevelopment, in-depth expounds the basic connotation of advanced culture, the mainvalue, theory analysis of scientific outlook on development, the construction ofadvanced culture under the background of practical basis, basic principles, basicmethods, puts forward the path for the construction of advanced culture from theperspective of scientific outlook on development.In this paper, the logic structure is divided into four chapters:The first chapter, an overview of advanced culture. This chapter mainly discussesthe connotation of culture, connotation and value of advanced culture, the maincontent of the construction of advanced culture, the connotations of scientific outlookon development, scientific outlook on development of cultural values, focuses on thestudy of the construction of advanced culture from the perspective of the significanceof scientific outlook on development.The second chapter, concept of advanced culture construction from theperspective of scientific development. This chapter mainly discusses the theoreticalbasis for the construction of advanced culture under the background of scientificoutlook on development and realistic basis, namely: Marx Engels’s culturalconstruction thought, Lenin’s thought of culture construction, the Communist Party ofChina’s three generation of central collective leadership of the cultural constructionthought; to meet the requirements of the development of advanced productive forces,the Communist Party of China the development of innovation theory needs, meet thematerial the cultural needs of the people.The third chapter, the basic principles of the construction of advanced culturefrom the perspective of scientific outlook on development and the basic method. Thischapter mainly discusses the scientific outlook on development background, basicprinciples and basic methods of the construction of advanced culture. The basicprinciples include: the principle of science; practice principle; people’s principle; theprinciple of innovation. This chapter is an important part of the wholethesis.
