The Efforts Of A Magistrate Of County:the Research For Yuan Xuemo Managing The County Of Shilou In The Period Of Yongzheng

The magistrate of a county as the top officer of governing the local society should well deal with different aspects as follows:to maintain the political bases of the country, to make the local society in order, to levy a tax, to make the local people educated, the executive of local public construction, and also they are the bridge of connection the local people and the administration in different level. Although the magistrate of a county ranks not a high position, they have an essential and important role. Thus, researches on this have always been focused by the scholars. Meanwhile, the main achievements on this are about the characteristics of group behavior, specific case on this is not much. Based on this, we in this present paper collect and analyze the different administrative documents of "Annuals of Shilou County" in the period of Yongzheng, and explore the practical work done by Yuan Xuemo, the magistrate of Shilou at that time. With the specific argument for his policies in governing the county to reveal the ways he has taken. Further, by describing the history of reconstruction after the three years’famine to restore the original local society. To explore how an ordinary magistrate of a county deal with his daily work to make it more clear to understand the ways of governing the local society in Qing dynasty.This present paper is divided into six parts as follows:This first section is of the introductory part. We in this part are mainly focusing on the significance, the present research, data, research scope, and methods of researching. By describing our main features and significance, we aim to elaborate its academic values.In the second part, we first describe Yuan Xuemo’s life stories and the historical background of his time to make his lifetime clear, even fully understand the influences brought by this period in his political life. The political surrounding in Yong Zheng Period has played an so important effects for Yuan’s political policies, many of which are based upon the Yong Zheng’s policy. Further, we describe the general situation, its evolution, and make an detailed description about "Annuals of Shilou County" to find its values for research.The main body is consisted of the third and fifth part, which focus on Yuan Xuemo’s policy in economics, enlightment, and other field. We here describe what Yuan has done when facing with the devastated Shilou after three years’ famine, such as, settling the refugees down, reconstruction, reconstructing the social order, enforcing the basic facility construction, and improving some bad habits. These specific policies make the whole system of his governing, which can rich our concrete understanding of the management as a magistrate of a county.Last we come to the conclusion part. By the analysis in-depth, we make a conclusion as follows:Firstly, we examine the local society by researching on the Shilou at that period time, and find some similarities and differences with our comparision with Lan Dingyuan, the magistrate of Chaoyang and Puning. Secondly, by the research we manage to show the influences brought by the great time of Yong Zheng for the ordinary magistrate of a county, from which we would like to reveal the complexities between the central government and the local government and how to make the policy implemented.
