Study On The Implementing Issues For Plicy Of Literature And Art In China

An outstanding feature of current competition for synthesized national powerbetween countries, namely the status and function of art, is becoming very important.As a result, to improve the so-called soft power of nation, more and more countries arewilling to take the culture development as an important strategy of nationaldevelopment. As the core part of the culture, whether the literary and art is prosperousor not will influence the culture’s development profoundly. During the new period, ourparty and governor are very concerned with this issue as well who have made a series ofpolicies to help lead and manage the art and literary meanwhile promote theirdevelopment healthily.Complete decision system is demanded by the literature and art managementsystem. In turn, effective decision system also needs the support of systematic policytheory and methodology. Taking the public policy as theoretic basis and takingliterature and art policy as objective of studying, this paper divide the period of policyevolution into three phases including construction, overthrow and adjustment based onseveral vital historic events and outline current literature and art policies which areimpacting this field. After summarizing the historic experience and lessons, weconclude that literature and art policy must follow the principles of the party, embodythe public will, and respect to the development rule of art and literature. For being morescientific in content, more fashionable, more applicable, the policy of literature and artin new era plays a more aggressive role in promoting the prosperity of literature and artthroughout the entire society. Therefore, by using the method of case study, we pick outthe case of Sichuan’s to demonstrate the effects of policy performing which will help usunderstand it in a practical way. Meanwhile, we also notice that the performing ofpolicy is still facing a lot of difficulties, such as the ignorance of interest petition of artand literature groups, lacing lawful restriction on art and literature behaviors, noeffective performing on related policies, etc., which have seriously deteriorated thedevelopment of art and literature. Aiming to these issues, we try to provide suggestionsfrom all aspects including finding out the lacks of policy, creating a harmonious social phenomenon, improving the concerns of policy makers, perfecting the system of policyand improving the running mechanism of policy. This work has vital significance topush forward the construction of core value system of sociality, keep people’s basicright on art and literature, and push forward the prosperity of art and literature in wholesociety.
