The Rule of Wen and Jing in the Western Han of Dynasty, which is beginning of the period of the Emperor Wen of Han. And he had the most important position in this period. The Emperor Wen of Han has a kindhearted and filial disposition. When he began the emperor, he encouraged everyone to keep thrifty life manner, and promulgated more policy about the people’s livelihood. Therefore, many people praised he was a sagacious monarch. In180BC, the Emperor Wen of Han was lucky to the throne with the identity of feudatory king. For this reason, many people queried his throne of legality. Both the minister and feudatory king covets the supremacy of the throne. At the beginning of the Emperor Wen of Han inherit the throne, he decide to strengthen the rule of imperial power, and reduce the danger about throne. People often describe he was a merciful monarch, in fact, he was a stouthearted, grim, resolute person. He adjust the relationship between the monarch and minister, and change the situation which his was acclaimed emperor by his ministers who has a great popularity, then he became a all-powerful great monarch. The Emperor Wen of Han always provide incentives as well as deterrents to dealing with the central and local governments. By this means, to weaken feudatory king’s forces and eliminate the threaten of the throne from feudatory king. And the strengthen the imperial was the base that the Emperor Wen of Han could do a better job running state affairs. In the23years of his administration, the work about strengthen the imperial not only emerged from weaken and eliminate ministers and feudatory king’s forces, but also manifested in the management of country. There are so many improved people’s livelihoods and welfare policy has been implement by the Emperor Wen of Han. Because of these policy, the Emperor Wen of Han has a wide range of mass base, and strengthen centralization of authority, to create a prosperity in the forepart of Western Han.
