Language is a tool for information exchange. It will be meaningless for students to learn the language if they do not know how to use and operate the tool. As is known to all, the purpose of language teaching is to develop students’ability to communicate in English so as to achieve the goal of receiving and expressing information by means of it. Therefore, teachers are paying more and more attention to the cultivation of communicative competence in their teaching.Communicative competence not only refers to a language learner’s ability to apply and use grammatical rules of syntax, morphology and phonology, etc., but also to form correct utterances, and know when and how to use these utterances appropriately in any circumstances.How to develop students’ communicative competence? This question has been debated for a long time. This thesis discussed some linguists’ theories of communicative competence including Chomsky, Hymes, Canale and Swain, Bachman, etc. from a pedagogical point of view, and pointed out in comparison with traditional teaching methods that communicative approach was an effective way to improve students’ language ability as well as the objective requirement of quality-oriented education. According to the analysis of the questionnaire for freshmen in their second semester in Qingdao Agricultural University, the writer found out that students’communicative competence was poor. The analysis of another questionnaire showed the attitudes of college students towards communicative competence and communicative approaches. As for the empirical study, the writer chose two classes as the subjects. One is the experimental class for which the teacher used communicative approaches and organized many effective communicative activities in classroom English teaching; the other is the control class for which the teacher used traditional approaches in English teaching. At the end of the semester, an oral test was organized. By comparing the different performances of the two classes, the writer pointed out organizing communicative activities was an effective way to improve students’communicative competence.
