The Golden Age of Three Emperors is the last feudal golden age in Chinesehistory, and over100years, it represents the peak of feudal economic development ofmodern China. The Emperor Yongzheng, who lives in the transitional period, makesgreat contributions to the golden age. This thesis is set in this period, focusing on thestudy of a series of financial reform measures the Emperor Yongzheng makes as wellas the following influences.The Emperor Kangxi adopt lenient policy in his later years, resulting in a seriesof consequences: severe financial crisis, large payment imbalances, big drain on thepublic purse, lack on the tax revenue, embezzlement and bribe among governmentofficials,etc. And it brings great harm to the stability of Qing dynasty as well as thesocial and economic developments.After the Emperor Yongzheng assumes the throne,he brought a series of specific and effective financial reforms into force resolutelyalthough faced with all kinds of difficulties. There are5major aspects: cleaning-upthe deficit, merging of land and population, making the tax surcharge belong to thecommunity, high-salary for clean government policy and monetary system reform.This thesis proceeds with the economic and social status in the last years ofKangxi Emperor, analyzing deeply the exotic environment when the EmperorYongzheng ascends the throne and making a research on the necessity andinevitability of the reform. It takes the cleaning up the deficits as a beginning, and thetax monetary reform as storyline, and concentrates on restoring the details of EmperorYongzheng’s financial reform, and delves deeply into the significance of the reformto the Qing Dynasty, the government officials as well as the common people.This paper is divided into four main parts:The first part: this part mainly introduces the fiscal system in the early QingDynasty and the economic and social status in the later years of Kangxi Emperor,which is the background of reform. The second part: this part starts with the preparation of reform, gives a detailedaccount of Yongzheng’s finance and economics reform: merging of land andpopulation, making the tax surcharge belong to the community, high-salary for cleangovernment policy and monetary system reform.The third part: this part reviews the effect and significance to the economy andsociety of each policy.The fourth part: this is the conclusion part, this part summarizes the historicalstatus and profound influence of the Emperor Yongzheng’s reform emphasizes thenecessity and inevitability of the reform once again.At last, in spider of there is some mistake in the reformation by Yongzheng, butthe overall is still good. It make a good function for the financial economic policies ofQianlong dynasty. Yongzheng make a more perfect policy for Qianlong’s flourishingage.
