Intangible cultural heritage is the product of labor and wisdom of the masses. It is atreasure passed from one generation from another in the development history of human beings.It is also the foundation of a nation and national culture. China is a country with an ancientcivilization and a long history. It is rich in intangible cultural heritages of various types andrich contents. Intangible cultural heritage is the mark of affective commitment, thedemonstration of national spirit and the reflection of the soft power of a country. However,with the promotion of the economic globalization and the acceleration of modernization,intangible cultural heritages in out country are faced with the danger of disappearing. Toeffectively inherit and develop intangible cultural heritages of economical, social and culturalvalues, with the guidance of the policy of "primary protection, rescuing priority, reasonableuse as well as inheritance and development", the government carried out a lot of effectivework and gained certain achievements. But this work is still in the initial stage.Under such a historical background, the paper is written in allusion to dilemmas faced byintangible cultural heritages in China and issues in the government protection of intangiblecultural heritages. In the writing process, firstly, it reviews current research situations ofChinese and foreign scholars on intangible cultural heritages to provide theoretical support tothe writing of this paper. Secondly, it analyzes achievements, dilemmas and issues in thegovernment protection of intangible cultural heritages. Thirdly, it discusses practices inintangible cultural heritage protection of foreign governments and concludes achievementsand enlightenments in the intangible cultural heritage protection of foreign governments.Lastly, it puts forward the general goals, principles and specific measures for governmentprotection of intangible cultural heritages.
