Discussion Of The Engineering Risks From The Perspective Of Engineering Ethics

The benefit of engineering which bring to human being is self-evident. However, everything has two sides. On the one hand, engineering will promote the development of country and the progress of society. It will also bring human being a more convenient living environment. On the other hand, some engineering will do harm to human being and hinder the development of society. Therefore, how to prevent the engineering risks, maximize the positive benefits of the engineering and reduce the negative effects of engineering are the questions which we should pay attention to. Since there are many ethical factors contained in engineering safety accidents. It is necessary and urgent to analyze and prevent engineering risks from the perspective of ethics.This paper summarizes the previous research fruits in the engineering risks fields and analyzes the related concepts of engineering risks and engineering risks ethical evaluation, makes a comprehensive analysis of the ethical reasons of engineering risks from the view of the misleading of the traditional engineering concept, the deficiency of Engineers’ethical responsibility and the defect of business and government’s management. This paper also draws on the international research theoretical results of engineering risks from the view of ethics, combines Jurgen Habermas’theory of negotiation ethics, put forward the ethics prevention methods of engineering risks from the view of cultivating engineering community’s ethical responsibility, establishing the ethical principles of engineering safety assessment and building the ethical mechanisms of engineering decision-making. In an attempt to enhance each member’s awareness of ethical responsibility of engineering community, make an exposition of ethics mechanisms with Chinese characteristics which can reduce and prevent of engineering risks, in order to maintain the public safety, health and welfare.This paper contains three parts. The first part mainly defines the related notion of engineering risks, analyzes the performance and assortment of engineering risks and confirms the trait of engineering risks.The second part mainly analyzes the reason of engineering risks from the angle of ethics. Firstly, this paper analyzes the influence of the traditional engineering conception. The analysis is mainly from three parts:The first one is technological determinism, the second one is theory of engineering tools and the last one is utilitarianism engineering values. Secondly, this paper analyzes another factor of engineering risks——deficiency of ethical responsibility of engineers. Then researching the engineers’ethical responsibility in a macro and micro level. Lastly, this paper analyzes the reason from the defect of business and government’s management.The third part mainly puts forward the ethical prevention mechanism of engineering risks. The first one is cultivating engineering community’s ethical responsibility. Through the analysis of the engineering community’s ethical responsibility, obtaining a result of the way in cultivating engineering community’s ethical responsibility—engineering ethics education. The second one is establishing the ethical principles of engineering safety assessment and analyzing the ethical principles of each stage in the whole engineering. The third one is building the ethical mechanisms of engineering decision-making from two sides:the mechanism of the negotiation ethics and the government supervision inside and outside in engineering decision-making.
