As a result of the Chinese traditional culture, guanxi, even in an increasingly modernization time, still occupies a significant position in Chinese social life and economic management, and influences people’s decisions and actions. For Chinese people, guanxi is one of the important principle of social intercourse, people are often based on relation judgment interact with others of social work with distinction based on guanxi, forming the differential mode of association which is self-centered. The effectiveness of "guanxi" for people especially embodies in the allocation of resources. The principles of Chinese resource allocation is not in strict accordance with fairness and justice, but a subjective process, but a process which deviates from equity, In addition to ability and performance, resource decision makers often allocate resources based on guanxi and give preferential benifits to these who have good guanxi with them.Moral hypocrisy is proposed from the perspective of moral psychology and social psychology, which refers to the phenomenon that individual claims to abide by,even encourage other people to comply with the code of ethics in public, but privately does not comply with the moral code. Moral hypocrisy have such characteristic that behavior separate from cognition. Moral hypocrite always have a stark contradictions between what they say and what they actually do. The present thesis suggest that such behavior that people allocate resources based on guanxi both damage the interests of others and violate the principle of fairness and justice, therefore this kind of behavior is unethical behavior. Meanwhile, people often claim to not violate the norms in public when allocte resources but their actual behavior are inconsistent with their claim. Therefore, the present study suggests that the Chinese are moral hypocrisy when resources are allocated based on guanxi.This paper explore the Chinese resource allocation based on guanxi through three studies, using questionnaire method and experimental method which is based on the two sample group of employee and students. The results show that with controlling the task performance, guanxi base cannot predict resources allocation significantly but guanxi interaction can significantly predict resources allocation in the sample of employee. In the sample of students, guanxi quality can significantly predict resources allocation in the control of task performance. At the same time, data from two samples confirm that people show moral hypocrisy in the process of resource allocation based on guanxi, and their actual resource allocation behavior deviate from moral cognition. Finally, the results are discussed, and the limitations and future research direction are pointed out.
