Tutorial system is originated from Britain’s Oxford University, which is a kind of teaching mode emphasizing individual instruction and has made great contributions to Britain’s Oxford University undergraduate training. To carry out tutorial system in English major of modern distance and open education will provide personalized education for distant learners, improve the quality of the learners and deepen the reform of modern distance and open education teaching model.This paper takes Changde Radio and Television University as an example, choosing some English major students enrolling in the autumn of2012as the research objects, making action research design for the trial implementation of tutorial system in English major of modern distance and open education. It carries out the tutoring practice from the preparation stage, learning guidance stage, learning process monitoring stage to final examination stage, analyzing and summarizing the achievements and deficiencies. This paper makes a conclusion that there are three advantages of carrying out tutoring system: first, it strengthens ties between students and distant education institutions; second, it can improve the quality of distant learners; third, it can improve the learning ability of distant learners.This research contains eight parts. The first part elaborates the research background and research significance. The second part introduces the research status at home and abroad. The third part is the study of theoretical basis. In this part it first introduces the definition of tutorial system, then expounds the two theories of "study support service" and "continuous attention". At the end of this part is the concept of action research. The fourth part develops a plan of action research, specifying the research question, introducing the main research methods and the research objects, making an action research design-designing specific research contents in different stages. The fifth part introduces implementation of action research from the preparation stage, learning guidance stage, learning process monitoring stage to final examination stage. In each phase every specific research object are described in detail. The sixth part is the results and analysis of the action research. In this part the students that have taken part in the tutorial system research will be compared with the students that not participating in the tutorial system research, adopting the phone interviews and final examination results comparison methods to analyze the results of implementation of the tutor system. The seventh part is discussion and suggestions. This part will analyze the achievements and deficiencies of implementation of the tutor system according to the research results of the sixth part. The eighth part is conclusion. This part will review the whole process of action research and looking forward to follow-up questions.
